BEIJING: Chinese President Xi Jinping said on Friday that SCO countries should intensify coordination and encourage Afghanistan to establish an inclusive political framework linked to moderate policies and resolutely fight all forms of terrorism after the seizure of Kabul for the Taliban.
Addressing the 21st Shanghai Cooperation Organization (SCO) summit in Dushanbe via video link, Xi said “Afghanistan has undergone drastic changes.”

We need to encourage Afghanistan to establish a broad and inclusive base. political framework, adopt prudent and moderate internal and external policies, resolutely fight against all forms of terrorism, live in friendship with its neighbors and truly embark on a path of peace, stability and development, “he said.
China, which has been in contact with the Taliban before and after it took power in Kabul in mid-August, has announced $ 31 million in aid for food and vaccines for Afghanistan.
Although it has not yet formally announced its recognition of the interim Taliban government, China, along with Pakistan and Russia, has kept its embassy open in Kabul. His envoy met formally with the interim government officials.
Xi also said that the SCO countries “must follow the path of defending our common security.”
“Given the complex and fluid security dynamics in the region, we must seek common, comprehensive, cooperative and sustainable security, and take tough action against terrorism, separatism and extremism,” he said.
In particular, he named the militant Uygur organization, the East Turkestan Islamic Movement (ETIM), which is fighting for the independence of the volatile Xinjiang province, where the United States and EU countries accuse China of committing human rights violations. against native Uighur Muslims.
China has called on the Taliban not to allow the ETIM in Afghanistan to carry out attacks against Xinjiang, which shares borders with the war-torn country.
Later, addressing the joint summit of SCO leaders and member states of the collective security treaty organization (CSTO) on the Afghanistan issue via video link, Xi called for efforts to promote a transition. constant of the Afghan situation, involving Afghanistan in dialogues and helping the Afghan people overcome difficulties.
Founded in 1992, the CSTO brings together six former Soviet republics of Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia and Tajikistan, with the aim of safeguarding peace and stability in Eurasia.
The SCO and CSTO member states must unite to safeguard peace and stability, which are “more precious than gold,” Xi said.
Relevant parties in Afghanistan should be urged to crack down and eradicate terrorist organizations on Afghan soil and prevent terrorist forces in Afghanistan from wreaking havoc, the Chinese president said.
China will provide the Afghan people with timely humanitarian and medical support in the fight against Covid-19, he said.
Xi, in his speech, said that SCO countries should strengthen cooperation in countering drug trafficking, border control and security for major events, and rapidly improve the SCO security cooperation mechanism.
“We need to further implement the Convention to Combat Extremism and other legal instruments, and improve the capacity of the competent authorities of the SCO countries to maintain stability and respond to emergencies,” he said.
He also called on the SCO countries to promote openness and integration.
“We need to follow the path to enhance solidarity and cooperation,” the Chinese president said, adding that SCO countries should “intensify political dialogue, communication and coordination, respect the legitimate concerns of others, and quickly resolve problems that may arise and affect ours. ” cooperation, thus keeping the SCO on a constant course of development. ”
Xi, also general secretary of the ruling Communist Party of China (CCP), also called for the defense of the political systems followed by member states.

On the Covid-19 pandemic, he said that the fight against the coronavirus remains the most urgent task facing all SCO countries, as it firmly opposes any act of politicizing its origin tracing.

We need to deepen international cooperation against the virus, promote the fair and equitable distribution of vaccines, and firmly oppose any act of politicization. of tracing the origins of Covid-19, “Xi affirmed.
China still faces pressure from the United States and some Western countries to be transparent regarding the outbreak of the pandemic in the central Chinese city of Wuhan in late 2019.
To facilitate post-Covid economic recovery in SCO countries, China will continue to share its market opportunities, strive to reach $ 2.3 trillion in its cumulative trade with other SCO countries in the next five years, and improve its business structure and balance, he said. said.
“China will open a China-SCO Business and Trade Institute to promote business and trade cooperation among SCO countries,” he said.
As phase one, the special credit line equivalent to 30 billion yuan established by China in 2018 under the SCO framework will soon be completed, Xi said.
“China will launch the second phase of this special credit line to promote Belt and Road cooperation,” he said, adding that such loans will mainly cover projects related to modernization, connectivity, infrastructure and green, low-carbon and sustainable development. .
“We call for a political solution to the problems of international and regional hotspots, and we have erected a strong defense to maintain peace and tranquility in our region,” he said.
At the conclusion of their speech, the Chinese presidents said that the procedures to admit Iran as a member state of the SCO, and Saudi Arabia, Egypt and Qatar as new dialogue partners, will begin.
